광주영어방송(GFN): 열풍 10년

Gwangju Foreign Language Network: 10 Years of Making Waves

Before I begin, let me be clear that this is not an impartial historical record. I am currently a radio host at GFN, and for that alone, I cannot be considered impartial.

As you’ll later learn, GFN holds a special place in my heart. Rather than push aside feelings for the sake of a bland and neutral account, I will embrace them, though you may expect some degree of romanticizing the tale.

In late 2008 and early 2009, there was some curious gossip flowing through the foreign community.

Any word of a job that didn’t have to do with teaching English drew the attention of veteran expat teachers who were looking for something different. A dear friend of mine was among those early explorers who took this chance to sail for a new crew.

The new ship was GFN, and it was setting sail on the airwaves of Gwangju and Jeollanamdo. Ten years later, though there are many new faces among the crew, that voyage continues.

The tides that brought that ship had been pushing for some time. In June of 2008, the Gwangju municipal government announced a plan to establish a Gwangju English language broadcasting system.

This mandate was the first in a series of administrative steps that would lead to the launch on April 1, 2009, of GFN, the Gwangju Foreign Language Network. The target market of this public radio station was divided into two distinct segments.

The first target market was the foreign population, who would be able to become familiar with national and local issues being presented in a format they could understand more easily, as well as being entertained by the various programs available.

The second and larger market was the Korean population interested in English programming, both to improve English ability and to be exposed to various topics outside of the Korean mainstream media already available.

Efforts to meet the needs and preferences of these two markets led to the development of a diverse catalogue of programming that continues to evolve each season. However, it has always been difficult to entirely satisfy both markets.

Some of the content for Korean listeners is not of interest to those for whom English is a first language. Resolving this market difference, as well as breaking down the cultural and communication barriers between the Korean producers and the foreign community, are ever-present challenges for the station. Community feedback is crucial for improving the product.

A radio staff consists of various positions, each with distinct sets of skills. Administrators, program directors and developers, journalists, writers, engineers, and hosts are necessary positions in the station.

The majority of these jobs were filled by Korean professionals with education and training in their respective areas. However, when it came to hosting, the local English speakers did not all bring experience to the table.

While the initial group of hosts did include one with radio experience, most of the hosts were exploring new professional territory.

Many in the foreign community felt this lent to the station’s charm. There was a distinct difference between the polished DJs from our home countries’ stations and those working at GFN.

It was not an easy gig to get. One of GFN’s starting hosts, Pete Ross, who worked there for two and a half years, describes his experience:

“I hosted the local pub quiz at that time. And a couple of folks who enjoyed that show told me they’d seen a job ad for a new English radio station advertised and that I should go along and audition.

So I went along to audition. I wasn’t successful. I went back the next day. They were surprised to see me. This time, I had prepared my own script. I auditioned again. They didn’t like me. Again.

But they liked my script. So they offered me a job as a script writer. This was about three or four weeks before the launch on April 1. By the time the station launched, I’d convinced them to give me my own show, the 8–10pm slot. One of the best times of my life.”

This former host is now a broadcast journalist for BBC World Service.

While the broadcasting began in English, along with some obligatory Korean language as well, over the years, programming in other languages has also been added to the station’s repertoire. After all, it is the Gwangju Foreign Language Network, not just English.

In October 2013, GFN began to broadcast programming in Chinese, and in March 2017, Vietnamese programming was added as well.

To those surprised that we offer programming in these languages, it should be pointed out that native Chinese and Vietnamese speakers outnumber native English speakers in Gwangju. In addition to adding different languages to its programming, GFN has extended its range of broadcast. In October 2011, broadcasting was extended to Yeosu.

For special occasions, such as the 2015 Gwangju Universiade, GFN has broadcast nationally.

Beyond just radio programming, GFN was also involved with community events from the beginning. In January of 2010, the GFN Choir was founded.

In November the same year, GFN held the first Gwangju Youth Debating Championship, and in the following month, the first Gwangju Junior English Interpreters Competition.

All of these programs followed GFN’s mandate of providing English services to the public, in these cases by engaging with youth through education and culture.

Another consistently popular event has been GFN’s Amazing Race, a culture-themed scavenger hunt held at festival locations in Jeollanamdo. A foreigner K-Pop singing contest is another favorite.

Of the original Korean staff, only four remain. Just one of the original foreign hosts is still on air at GFN.

We wish more were with us, but time is not always kind. When one of the original hosts, Michael Simning, was diagnosed with leukemia, GFN held a national blood drive to bring in the donations he required.

When that host passed away, a hole was left, a hole I was asked to try to help fill. That was five years ago. In that time, I have had the privilege to work with an incredible group of talented and hardworking professionals whom I call colleagues and friends.

I have avoided giving names in this article with two obvious exceptions because too many good people have worked and do work at GFN to name them all.

I hope you have enjoyed our waves. We’ll keep making them.

시작하기에 앞서, 이 글은 객관적인 역사적 기록이 아님을 분명히 하고 싶다. 나는 현재 광주영어방송(이하 GFN)의 라디오 진행자이다.

이 사실만으로도 나는 객관적일 수 없게 된다. 곧 알게 되겠지만 GFN은 내 마음속의 특별한 장소이다. 여러분은 아마, 어느 정도는 낭만적인 이야기를 기대하고 있을지도 모르겠으나, 오히려 나는 단조롭고 다소 애매모호한 이야기를 하게 될 것 같다.

2008년 후반에서 2009년 초반, 외국인 커뮤니티 내에 호기심을 자극하는 소문이 떠돌았다. 영어를 가르치는 것과는 상관있을 필요없는 그런 일이 무언가 색다른 것을 찾고 있었던 베테랑 원어민 선생님들의 관심을 끌었다.

나의 한 친한 친구는 새로운 선원을 찾기 위해 출항하는 기회를 잡은 초기의 탐험가 중 한 사람이었다. 이 새로 출항하는 배가 바로 GFN이었고, 광주와 전라남도 지역의 공중파를 항해 중이었다.

10년 후 많은 새로운 얼굴의 선원들이 나타났지만, 항해는 계속되고 있다.

얼마 동안은 그 배를 싣고 온 조류가 배를 밀어주었다. 광주시는 2008년 6월 영어 방송국 설립 계획을 발표했다. 이 계획은 2009년 4월1일, ‘GFN’ 즉, ‘광주영어방송’ 창립을 위한 행정 조치의 첫 단계였다.

이 공영 라디오 방송국의 타깃은 두 부분으로 뚜렷하게 나누어져 있다. 첫 번째 타깃은 외국인들로, 이들은 여러 다양한 프로그램을 즐길 뿐 아니라, 보다 쉽게 이해할 수 있는 포맷으로 제공되는 국가와 지역 이슈들에 쉽게 친숙해질 수 있으리라 여겨졌다.

두 번째이며 더 방대한 타깃은 영어 프로그램에 관심이 있는 한국인들로, 영어 능력 향상을 원하며, 한국의 주요 언론과 이슈들 외에 다양한 주제를 접하고 싶어 하는 이들이었다.

이 두 시장의 요구와 선호도를 충족시키려는 노력에 따라 각 시즌마다 다양한 프로그램이 편성되며 발전해왔다. 하지만, 이 두 시장의 입맛을 모두 맞추기는 항상 어렵다.

한국인 청취자를 위한 일부 콘텐츠들은 영어가 제1언어인 외국인들에게는 흥미가 없다. 우리 방송국에 늘 존재하는 도전은 이러한 두 시장의 차이점을 해소하고, 한국인 제작자와 외국인 커뮤니티 간 문화와 의사소통의 장벽을 허무는 것이다.

프로그램 개선에 있어 커뮤니티의 의견은 매우 중요하다.

라디오 방송국의 직원들은 각기 다른 기술 분야에, 다양한 직무로 이루어져 있다. 사무행정직, 프로그램 제작자와 개발자, 기자, 작가, 기술자, 그리고 진행자들 모두 방송국에 꼭 필요한 업무들이다.

대부분의 이 직무들은 해당 분야에서 전문적인 교육과 훈련을 받은 한국인들로 구성되어 있었다.

하지만 라디오 진행의 경우, 지역의 원어민들이 많은 경험을 가지고 있지는 않았다. 개국 초기의 진행자들은 라디오 방송 경험이 있는 사람도 한 사람 있었지만 대부분의 진행자들은 새롭고도 전문적인 이 분야를 탐구해보고 있었다.

외국인 커뮤니티의 많은 사람들은 이런 점이 GFN의 매력이라고 여겼다. GFN의 진행자들은 나의 고향인 미국의 방송국의 다소 세련된 DJ들과는 분명히 다른 점이 있었다.

쉽게 할 수 있는 일이 아니었다. GFN의 창립 진행자들 중 한 명인 피트 로스는 2년 6개월 정도 일했고, 그의 경험에 대해 다음과 같이 말한다.

“나는 당시에 펍 퀴즈(Pub Quiz, 선술집에서 특정 주제에 대해 관심 있는 사람을 모아 퀴즈를 맞히는 이벤트)를 진행했어요. 그리고 이 퀴즈쇼를 즐기던 사람들이 제게 최근 신설된 영어 라디오 방송국의 진행자 모집 공고를 봤다며 오디션에 가보라고 했어요. 그래서 오디션에 갔어요. 성공적이지는 않았지요.

다음날 다시 오디션을 보러 갔고 사람들은 저를 보고 놀라더군요. 이번에는 저만의 대본을 준비했고, 다시 오디션을 봤어요. 저를 좋아하진 않았지만 제 대본을 마음에 들어 했어요. 결국 저는 라디오 대본 작가로 일하게 되었죠.

아마 4월 1일 방송국 개국 3~4주 전쯤이었던 것 같아요. 방송국이 개국할 때, 제 프로그램을 하게 해달라고 설득했어요. 오후 8시~10시 사이에. 제 생애에서 가장 좋았던 시절 중의 하나지요.”

이 전임 진행자가 지금은 바로 BBC 국제부의 방송기자이다.

의무적인 한국어 방송과 함께 몇 년 간 영어로 방송이 진행되다가, 다른 언어들에 대한 프로그램 편성이 방송국의 레퍼토리에 더해졌다. 어쨌든 GFN은 영어만이 아닌, Gwangju Foreign Language(외국어) Network이다.

2013년 10월, GFN은 중국어 프로그램을 방송하기 시작했고 2017년 3월, 베트남 프로그램도 추가되었다. 우리가 이런 언어 프로그램들을 제공한다는 데에 놀란 사람들에게 광주에 영어 원어민 수보다 중국어와 베트남어 원어민 수가 더 많다는 것을 말해줘야 한다.

여러 언어들로 진행되는 프로그램이 추가되면서 GFN은 방송의 범위를 더욱 확장시켜 갔다. 2011년 10월, 여수로까지 뻗어나갔다. 2015광주유니버시아드와 같은 특별 행사가 열리면 GFN은 전국적으로 방송을 진행하기도 한다. 또한, GFN은 단순히 라디오 프로그램을 넘어서 개국 초기부터 커뮤니티 행사도 함께 진행해왔다. 2010년 1월, GFN 합창단이 설립되었다.

같은 해 11월, ‘광주 청소년 영어토론대회’를 처음 개최했고 그 다음 달에는 ‘광주 청소년 영어 통역사 선발대회’를 열었다.

이 모든 행사는 시민들에게 영어 서비스를 제공하고자 하는 GFN의 임무였고, 교육과 문화를 통해 청소년들이 참여하는 경우였다. 지속적인 인기를 누렸던 또 하나의 행사는 ‘GFN의 놀라운 경주(GFN’s Amazing Race)’이다.

이 행사는 전라남도 축제 현장에서 진행되는, 문화를 테마로 하는 보물찾기 게임이다. ‘K-Pop 외국인 노래 경연 대회’도 인기가 많다.

초반부터 쭉 함께 해왔던 한국인 직원은 오직 4명만 남았다. 외국인 직원은 초기 멤버 한 명만 여전히 방송을 하고 있다.

더 많은 사람이 우리와 함께 하길 희망하지만, 시간은 항상 관대하지 않다. 초기 진행자 멤버 중 한 명인 마이클 심닝은 백혈병 진단을 받게 되었고, GFN은 그가 필요한 혈액 기부를 위한 전국적인 헌혈운동을 벌였다.

그가 세상을 떠난 후 공석이 생기게 되었고, 나는 그 빈자리를 채워달라는 부탁을 받았다. 이 일은 5년 전이었다. 그때 나는, 내가 동료와 친구들이라고 부르는 재능있고 열심히 일하는 훌륭한 사람들과 일할 수 있는 영광을 얻었다.

분명한 두 가지 예외 외에는 이 기사에서는 이름들을 언급하지 않았다. 왜냐하면, 모든 이의 이름을 말하기에는 너무나 많은 좋은 사람들이 GFN에서 일해왔고 일하고 있기 때문이다.

여러분 모두 우리 방송을 즐기길 바란다. 우리는 계속 방송을 할 것이다.
